House adopts 'clean' stopgap funding bill averting shutdown

The House of Representatives voted Saturday to pass a short-term spending bill, moving to avoid a government shutdown if the Senate adopts the measure.

The bill now heads to the Senate. If it's expedited there, Congress could just narrowly avoid seeing thousands of federal employees furloughed and nonessential government programs paused.

House lawmakers on both sides of the aisle broke out into applause in a rare moment of bipartisanship after the short-term bill known as a continuing resolution (CR), passed 335 to 91.

The funding patch will last for 45 days past the end of the fiscal year, which concludes at midnight Sunday, Oct. 1. The bill also includes $16 billion for U.S. disaster relief aid that President Biden requested over the summer, Speaker Kevin McCarthy, R-Calif., said on Saturday. 

It comes after House Republicans tried and failed to pass a seperate stopgap funding bill that contained conservative policy items like border security and spending cuts. The national debt reached $33 trillion for the first time in history earlier in September, amplifying concerns among conservatives that government spending is out of control.

"We need more time to get the job done," McCarthy told reporters ahead of the vote. McCarthy said he did not want to "punish" military service members or border agents for the House's failure to pass a budget that ends wasteful spending and addresses border security.

"The House is going to act so government will not shut down. We will put a clean funding stopgap on the floor to keep government open for 45 days for the House and Senate to get their work done," McCarthy also said. "We will also, knowing what had transpired through the summer, the disasters in Florida, the horrendous fire in Hawaii, and also disasters in California and Vermont, we will put the supplemental portion that the president asked for in disaster there too."

Republicans' previous CR proposals did not get any Democratic support, and failed after enough GOP hardliners opposed them. Holdouts argued that a CR on principle is an extension of the previous Democratically-held Congress' priorities, and is the antithesis of the House GOP majority's promise to pass 12 individual spending bills laying out conservative priorities in the next fiscal year.

But the majority of lawmakers on both sides have acknowledged that some kind of stopgap is needed to give them more time to cobble those deals together. The current fiscal year ends at midnight tonight, meaning that if no agreement is passed by the House and Senate, thousands of government employees will be furloughed and "nonessential" federal programs will grind to a halt.

And despite Democrats clamoring for a "clean" CR, it's not immediately clear if they will support the bill being put forward by the GOP now. 

Rep. Andy Barr, R-Ky., told Fox News Digital that he believes Democrats will vote against the CR to hold out for the Senate's proposal, which also includes funding for Ukraine aid – something a large share of House Republicans oppose.

"I think this may fail because Democrats in the House want a Senate CR," Barr said. "So what could happen is a pretty low vote number on this…you'll have Democrats who are voting to shut the government down. And that's what you're gonna see. Democrats want to politicize this, and they're gonna vote to shut the government down."

House Democratic Leader Hakeem Jeffries, D-N.Y., would not say where he would fall when speaking to reporters before the vote but complained about Republicans having "dropped this on us in the 11th hour."

House Republicans "lied every single step of the way," Jeffries said.

Proud Boy who disappeared before J6 sentencing found unconscious in Florida home

A member of the Proud Boys extremist group who disappeared days before he was supposed to be sentenced for his role in the U.S. Capitol riot was found unconscious by federal agents after he tried to "covertly return" to his home, the FBI said on Friday.

Christopher Worrell, of Naples, Florida, was taken to a hospital where he remained on Friday, according to the FBI's Tampa office. The FBI did not provide further details about his condition.

Authorities had been searching for weeks for Worrell, who had been on house arrest when he went missing last month ahead of his sentencing in Washington. Prosecutors had been seeking 14 years in prison for Worrell on convictions for assault, obstruction of Congress and other offenses.

The FBI said that agents quickly surrounded and entered Worrell's home on Thursday after he returned, found the man unconscious and "immediately provided medical attention." Authorities say agents found night-vision goggles, $4,000 in cash, and survivalist gear in his home.

Worrell's attorney, William Shipley, didn't immediately return a phone message on Friday.

The man was released from jail in Washington in November 2021, less than a month after a judge substantiated his civil-rights complaints about his treatment in the jail. U.S. District Judge Royce Lamberth found Worrell’s medical care for a broken hand had been delayed, and held D.C. jail officials in contempt of court.

Worrell, 52, was convicted after a bench trial in May of assaulting officers with pepper spray gel as the mob of Donald Trump supporters attacked the Capitol on Jan. 6, 2021. Authorities say Worrell, dressed in tactical vest, bragged that he "deployed a whole can" and shouted insults at officers, calling them "commies" and "scum."

Prosecutors say Worrell then lied on the witness stand at trial, claiming that he was actually spraying other rioters. The judge called that claim "preposterous," prosecutors said in court papers.

Worrell's lawyer wrote in court papers that his client brought the spray gel and tactical vest to Washington for defensive purposes because of previous violence between Proud Boys and counter-protesters. His lawyer wrote that the chaotic scene at the Capitol "could have contributed to misperceptions creating inaccuracies" in Worrell's testimony at trial.

More than three dozen people charged in the Capitol attack have been identified by federal authorities as leaders, members or associates of the Proud Boys, whose members describe it as a politically incorrect men’s club for "Western chauvinists."

Former Proud Boys national chairman Enrique Tarrio was sentenced earlier this month to 22 years in prison — the longest sentence that has been handed down in the Jan. 6 attack. Tarrio and three Proud Boys associates were convicted of seditious conspiracy and other crimes for what prosecutors said was a plot to stop the transfer of power from Trump to Democrat Joe Biden.

More than 1,100 people have been charged with federal crimes in the Jan. 6 riot. More than 650 have been sentenced, with approximately two-thirds receiving time behind bars, according to an Associated Press review of court records.

Arnold Schwarzenegger is sharing the unconventional ways he chose to raise his children, admitting while he parented like a "drill instructor," he believes his children benefited from his strict rules.

The third time, he burned them in front of me and I cried,'" he told People magazine while promoting his upcoming book.

Schwarzenegger says he "absolutely" did burn his daughter's shoes and takes pride that she now "uses the same methods which she cried over and she complained about," with Lyla, her daughter with husband Chris Pratt. They also have a daughter Eloise.

Speaking of his own childhood, the former governor of California explained, "Every pair of shoes that I had, which there was only one pair, I washed every day and cleaned every day, and I put them away. So I said, 'I want you guys to do the same thing, even though you have many shoes. Just put them away in the mudroom. We have a mudroom. Put them in the mudroom because I don't want to go and clean up your shoes.'"

"The Terminator" star also revealed a few problems he ran into while parenting his eldest son, Patrick.

When his son was 9, Schwarzenegger remembers throwing Patrick's mattress outside after Patrick didn't make the bed.

"I opened up the door to the balcony, picked up the mattress and threw it down with the bedsheets, the pillows, everything. I said, 'Don't ever make someone come in and clean your room, clean your shower or make your bed,'" he remembered. "I said, 'Because I taught you how to make the bed.'"

He and Patrick also argued over showers, particularly how long it took to take them. 

"It's over, no more showers. Five minutes, one shower, and then that's it, and we're turning it off," Schwarzenegger recalled telling his son, who enjoyed a long, hot shower.

"In Munich, they have the showers that have those timers that people put money into. And then, after the money ran out, the cold water came out. I said, 'I'm going to get one like that,' and that's exactly what I got," he said, sharing that Patrick tried to revert to old habits. 

"And so when he got the shower on and he was whistling and singing in there and thinking Daddy's not around, all the sudden the ice-cold shower came on. And all of a sudden, we heard downstairs, the scream."

The Austrian-American has been vocal about his humble beginnings, admitting he had no possessions, lived in a small home and that his mother begged for food. He said he "grew up without running water."

National Cathedral in DC unveils racial justice-themed windows to replace odes to Confederate generals

The Washington National Cathedral unveiled several racial justice-themed stained-glass windows this past weekend. 

Revealed on Saturday, the four new windows depict people of color marching in protests while holding signs that read, "Fairness" and "No Foul Play." The windows have replaced previous ones honoring Confederate leaders including Gen. Robert E. Lee and Gen. Thomas "Stone Wall" Jackson.

The new windows are now within above the Episcopal Cathedrals’ main worship space.

The windows’ artist, Kerry James Marshall, spoke at the dedication ceremony, stating, "Today’s event has been organized to highlight one instance where a change of symbolism is meant to repair a breach of America’s creation promise of liberty and justice for all."

Marshall, a MacArthur Foundation Fellow whose body of work centers on depicting the lives of Black people, added that his windows "reinforce those ideals and aspirations embodied in the Cathedral’s structure and its mission to remind us that we can be better, and do better than we did yesterday, today."

The process to replace the Confederate depictions started years prior when then-National Cathedral Dean Gary Hall called for their removal in 2015. Hall’s request followed the slaying of nine Black churchgoers in Charleston, South Carolina at the hands of a White supremacist shooter.

At the time, Hall acknowledged that the original windows – some of which contained images of Confederate flags – were installed in 1953 to be a mark of reconciliation between the North and South following the war, however he expressed that times had changed which required their replacement. 

"While the impetus behind the windows’ installation was a good and noble one at the time, the Cathedral has changed, and so has the America it seeks to represent. There is no place for the Confederate battle flag in the iconography of the nation’s most visible faith community," Dean Hall declared.

Cathedral leaders removed the Confederacy-themed windows in 2017, following a White nationalist rally in Charlottesville, Virginia that led to the death of a counter protestor.

The windows were deconsecrated and put in storage at the cathedral. Following the murder of George Floyd at the hands of Minneapolis police in 2020, the windows depicting Gen. Lee were loaned to the Smithsonian’s National Museum of African American History and Culture for an exhibit on the Reconstruction Era.

At the dedication ceremony, current Dean Very Rev. Randolph Marshall Hollerith decried the previous windows, saying, "Simply put, these windows were offensive, and they were a barrier to the ministry of this cathedral, and they were antithetical to our call to be a house of prayer for all people."

The reverend added, "They told a false narrative, extolling two individuals who fought to keep the institution of slavery alive in this country. They were intended to elevate the Confederacy, and they completely ignored the millions of Black Americans who have fought so hard and struggled so long to claim their birthright as equal citizens."

The National Cathedral did not immediately respond to Fox News Digital’s request for comment.

Hunter Biden sues Rudy Giuliani over laptop, accuses ex-Trump lawyer of 'hacking'

Hunter Biden on Tuesday filed a lawsuit against Rudy Giuliani alleging the former President Trump lawyer violated his privacy rights by illegally disseminating content from Biden's infamous laptop.

The complaint filed in the U.S. District Court for the Central District of California states Giuliani is "primarily responsible" for the "total annihilation" of Biden's digital privacy. It also names Robert Costello, a former federal prosecutor who previously represented Giuliani, as a defendant, Fox News has confirmed. 

"For the past many months and even years, Defendants have dedicated an extraordinary amount of time and energy toward looking for, hacking into, tampering with, manipulating, copying, disseminating, and generally obsessing over data that they were given that was taken or stolen from Plaintiff's devices or storage platforms, including what Defendants claim to have obtained from Plaintiff's alleged ‘laptop’ computer," Biden's attorneys wrote in the complaint, claiming that the data was not even from a "laptop," but from an "external drive."

The contents of this "external drive" include pictures, videos, emails and other data that since their initial publication by the New York Post in 2020, have placed Biden in legal jeopardy and caused political problems for his father, President Biden.

Giuliani and Costello have openly acknowledged that they obtained copies of files from a hard drive device that Biden allegedly left at a Delaware computer repair shop in 2019. Giuliani provided that information to the Post in October 2020, which published a story based on Hunter Biden's emails that implicated President Biden in a business deal with a Ukrainian company that had hired Hunter on its board. 

"Hunter Biden has previously refused to admit ownership of the laptop. I'm not surprised he's now falsely claiming his laptop hard drive was manipulated by Mayor Giuliani, considering the sordid material and potential evidence of crimes on that thing," said Ted Goodman, a Giuliani advisor. 

House Republicans have launched an impeachment inquiry into President Biden based on claims that he used his position, then as vice president, to deter Ukrainian prosecutors from investigating the company that his son worked for. GOP lawmakers further allege, based on their follow-up investigations, that the president was involved in several business deals arranged by his son Hunter. 

The president has repeatedly denied any involvement in his son's business dealings.

Hunter Biden's attorneys previously issued cease-and-desist letters to Giuliani and others who obtained and disseminated the laptop's contents.

The lawsuit seeks a court order to prevent Giuliani and others from accessing, tampering with, manipulating or copying Biden's data and have them return the "device/hard drive" to Biden, along with any backup files, cloud files or copies of the same data.

Attorneys for Hunter Biden did not respond to a request for comment. 

The lawsuit filed Tuesday is the latest effort from Biden and his lawyers to hit back after leaks of the information catapulted his sordid private life onto the front page of many conservative media outlets.

Earlier this month, the president's son sued former President Trump aide Garrett Ziegler, alleging that Ziegler and his company spread "tens of thousands of emails, thousands of photos, and dozens of videos and recordings" that were considered "pornographic" from the device.

In March, Biden initiated a countersuit asserting that the Wilmington, Delaware, computer repair shop owner, John Paul Mac Isaac, had unlawfully disseminated Biden's personal information, and leveled six invasion of privacy charges against him. Mac Isaac first filed a lawsuit against the president’s son — as well as CNN, Politico, and Rep. Adam Schiff, D-Calif.— in October 2022 for defamation.

According to Mac Isaac, Biden did not return for the laptop within three months after dropping it off, and he could not be reached. He then alerted the FBI after seeing emails illustrating information about then-Vice President Joe Biden’s purported foreign business dealings and videos of Biden taking drugs and performing sex acts with prostitutes.

Before federal agents picked up the device, Mac Isaac made a copy of its hard drive and gave it to Giuliani the following year.

Biden was expected to plead guilty in July to two misdemeanor tax counts of willful failure to pay federal income tax as part of a plea deal to avoid jail time on a felony gun charge. Instead, he pleaded not guilty to two misdemeanor tax charges and one felony gun charge last month.

Amusement park guests left 75 feet upside down for nearly 30 minutes on 'Lumberjack' ride

Amusement park guests on Saturday at Canada's Wonderland amusement park were left upside down on a ride for nearly 30 minutes.

Guests on the Lumberjack ride at Canada's Wonderland were on the ride when park officials say it became "inverted" at 10:40 p.m. local time on Saturday. 

A spokesperson for Canada's Wonderland in Vaughan, Ontario, told Fox News Digital the ride became inverted with guests onboard at 10:40 p.m., who were safely unloaded by 11:05 p.m.

"Guests were unloaded safely and assessed by First Aid staff before being released back into the park," the spokesperson said. "The safety of our guests is always our first priority."

The spokesperson said two guests reported chest pain and evaluated before being released without further medical attention.

Spencer Parkhouse, 11, was on the ride and told CBC News he wondered if the ride would ever go back down.

"[I was] just like feeling — when are we going to drop down? Are we ever going to drop down?" Spencer Parkhouse said. 

However, Spencer Parkhouse said the ride didn't stop after the issue was resolved. 

"The ride had to still finish. So the ride kept going and we're all like, 'No, please, I don't want to get stuck again," he said. 

According to the report, it was Spencer Parkhouse's first chance to be on a "big ride" at the amusement park and he walked off traumatized. He said one person vomited while they were upside down.

His sister, Mackenzie Parkhouse, said she might rethink going on some rides when visiting the amusement park again.

"I'm just thinking, like next time I go to Canada's Wonderland, am I going to go on these big rides? Because now I'm scared to go on them," Mackenzie Parkhouse said.

GOP bill to safeguard US agriculture from China advances with heavy bipartisan support

Republican legislation that would create additional federal safeguards to protect U.S. agriculture land from Chinese buyers overcame its latest hurdle by a substantial margin, putting it on track for a full floor vote.

The Agricultural Security Risk Review Act — introduced by Rep. Frank Lucas, R-Okla., who chairs the House Science, Space, and Technology Committee — was greenlighted during a House Financial Services Committee markup with unanimous support in a 42-0 vote last week. The vote on the bill, which received support from Chairman Patrick McHenry, R-N.C., and Ranking Member Maxine Waters, D-Calif., sets up a full floor vote in the coming weeks.

"Foreign holdings of U.S. agricultural land is dramatically exploding across the spectrum," Lucas told Fox News Digital in an interview. "It's not just land to produce corn or beans in the Midwest or medical marijuana in Oklahoma, it's buying assets that process agricultural products that continue to affect the entire U.S. supply."

"So, I'm very happy the bill passed out of the Financial Services Committee, not necessarily a haven for agricultural policy," he continued. "I think we're on the way to addressing this issue in the House."

Under Lucas' legislation, the secretary of the Department of Agriculture would be a full member of the Committee on Foreign Investment (CFIUS). CFIUS is an interagency taskforce dating back to the 1970s that is overseen by the Department of the Treasury and tasked with reviewing certain foreign investments that may pose a national security threat.

According to Lucas, his bill would ensure that CFIUS is better-equipped to reject agriculture transactions that threaten national security.

"Being a permanent member would allow us to educate the other members of CFIUS what to look for and what to be sensitive to when it comes to agriculture and agricultural production," Agriculture Secretary Tom Vilsack said during a House Agriculture Committee hearing earlier this year.

In recent months, Republican lawmakers and local leaders nationwide have increased scrutiny on land purchases by foreign investors. The increasing number of land purchases has sparked concern that foreign companies and investors, particularly those from China, may be establishing a stranglehold of key U.S. food and energy supplies.

According to Department of Agriculture data, Chinese agricultural investment increased tenfold between 2009 and 2016 alone.

"The Chinese national government — or some people say the Chinese Communist Party — has been about acquiring all manner of assets, not just in the United States, but around the world, to control all sorts of resources," Lucas told Fox News Digital. "I would argue that, in addition to the importance of national security — the guns and the bullets and the planes and the resources to defend ourselves — if we cannot feed ourselves, then we are lost."

"I'm happy I finally got the attention of my colleagues in Congress. It's moving forward," the Oklahoma Republican added. "I wish people paid attention three or four years ago when I was trying to bring this to the top of the topic pile. But, at least now we're doing something."

In February, officials in Grand Forks, North Dakota, rejected a Chinese company's proposed corn mill that received significant local pushback over concerns about its proximity to a U.S. Air Force base in the area. While the company, Chinese-owned Fufeng Group, was able to purchase 300 acres of land in the area, the local government rejected its building permits, effectively killing the project.

Air Force Assistant Secretary Andrew Hunter said prior to the Grand Forks City Council decision that the project would pose a "significant threat" to national security, but that CFIUS concluded that it did not have jurisdiction in the case.

In addition, a subsidiary of Chinese green energy firm Gotion High-Tech purchased 270 acres of land, including some zoned for agriculture use, in Green Charter Township, Michigan, in August. The land is slated to be used to build an electric vehicle battery component factory, but is located within 60 miles of military armories and within 100 miles from Camp Grayling, the largest U.S. National Guard training facility in the country.

Like its determination in the Fufeng Group case, CFIUS ruled in April that Gotion's plans in Michigan are not covered transactions.

"There is a small but growing share of agricultural land that is owned by foreign interests," Waters said after the bill advanced during the Financial Services hearing last week. "Persons involved in those purchases as well as transactions affecting the food supply chain could very well pose a threat to the U.S."

"It is vital that CFIUS is equipped with relevant expertise to review transactions involving agricultural land or food-related businesses. H.R. 3378 is a commonsense bill that would formally add the Secretary of Agriculture to CFIUS, where food and agriculture are concerned," she said.

In addition, on Monday, the National Cattlemen’s Beef Association (NCBA) lauded Lucas' bill, which it had endorsed.

"Cattle producers have been extremely watchful of foreign purchases of farmland, agricultural technology and other important inputs. Adding the Secretary of Agriculture to CFIUS would provide a critical voice for American farmers and ranchers and ensure that the federal government does not overlook agriculture’s role in national security," said NCBA Executive Director of Government Affairs Kent Bacus.



British university employees stage another round of strikes as new term begins

Lecturers and other staff at some 40 U.K. universities staged a new round of strike action on Monday in a long-running dispute over pay and work conditions, disrupting college students as many turned up at campus for "freshers' week," or their first week at university.

The University and College Union, which represents thousands of academic staff, said strike action will take place until Friday at many institutions.

Fugitive using dead man's ID cackles after he's finally nabbed: video

A law enforcement officer was heard saying, "Hey, Greg," while escorting a captured fugitive who had been on the run using a dead man's ID for 32 years.

Greg Lawson, 63, was convicted in 1991 for nearly killing Seth Garlington during a fierce "gun battle" in Ringgold, Louisiana, on April 24, 1990. 

A jury was coming back with a guilty verdict against Lawson on a dozen charges, including attempted murder, but he fled the courtroom before the jury read its verdict. 

He eluded law enforcement for over three decades until last week, when the FBI received a tip that led to his arrest on Sept. 19 in Huatulco, Mexico.

Lawson was surrounded by law enforcement as he came off the plane in a video posted by FBI New Orleans on X, formerly Twitter.

In the video, he was seen laughing and joking before he was cuffed. He even patted one agent on the shoulder.

"The three-decades-long search for a man convicted of attempted murder is over, thanks to a tip received by #FBINewOrleans," the FBI wrote in the X post. "This morning, 63-year-old Greg Lawson is back in a Louisiana jail awaiting action by Bienville Parish authorities."

He was booked into the Claiborne Parish Detention Center in Louisiana on Sept. 20, according to jail records.

Before his arrest, Mexican authorities said they found Lawson while investigating a criminal complaint about a man in Puerto Escondido, in the municipality of San Pedro Mixtepec, according to a translated Facebook post by the Prosecutor General of the State of Oaxaca (FGEO) in Mexico.

Lawson was living on the Oaxaca coast under the name L.C.D., which is allegedly the ID of a dead person in Alabama, Mexican authorities said.

During his arrest, they learned his real identity and discovered he was wanted by the FBI. 

"After the arrest, the FGEO gave part to FBI agents, as well as staff from the National Institute of Migration (INM), to carry out the corresponding procedures, and the transfer to the city of Oaxaca to begin the extradition procedures to the United States," Mexican authorities said.

Lawson was 31 when he went on the run in 1991 for what was considered at the time one of the worst shootouts in Ringgold. 

Garlington was shot but survived. He didn't respond to Fox News Digital's calls and email for comment. 

The two knew each other from the neighborhood, and Lawson was known for his temper, according to a February 2007 report by local news outlet KSLA, after the FBI offered a $10,000 reward. 

A fistfight over stolen guns escalated to a shootout, Lawson's former friend, Ryanie Evans, told KSLA in the 2007 report.

"They couldn't settle things with their hands, so they brought out the guns," Evans said. "He (Lawson) reveled in having some sort of controversy going all the time, he thrived on that."

As the jury came back with a guilty verdict, he fled the courtroom and vanished like a ghost, only leaving his truck behind.

"Throughout the years, the FBI ran out numerous leads across the United States, based on various tips and alleged sightings," the FBI said in a statement. "From the beginning, the FBI suspected Lawson had fled to Mexico."



Egypt sets December presidential election date

Egypt will hold a presidential election over three days in December, officials announced Monday, with President Abdel Fattah el-Sissi highly likely to remain in power until 2030.

Waleed Hamza, the chairman of the National Election Authority, said the vote will take place on Dec. 10-12, with a runoff on Jan. 8-10 if no candidate secures more than 50% of the vote. Egyptian expatriates will vote on Dec. 1-3, and in the runoff on Jan. 5-7, he added.

A handful of politicians have already announced their bids to run for the country’s highest post, but none poses a serious challenge to el-Sissi, who has been in power since 2014 and has faced criticism from the West over his country’s human rights record.

El-Sissi, a former defense minister, led the military overthrow of an elected but divisive Islamist president in 2013 amid street protests against his one-year rule. Since then, authorities have launched a major crackdown on dissent. Thousands of government critics have been silenced or jailed, mainly Islamists but also many prominent secular activists, including many of those behind the 2011 uprising that toppled longtime autocrat Hosni Mubarak.

El-Sissi has not announced his candidacy yet.

He was first elected in 2014 and reelected in 2018 for a second four-year term. Constitutional amendments, passed in a referendum in 2019, added two years to his second term, and allowed him to run for a third, six-year term.

In the 2018 vote, el-Sissi faced only a little-known politician who joined the race at the last minute to spare the government the embarrassment of a one-candidate election after several hopefuls were forced out or arrested.

Among the presidential hopefuls in the December election is Ahmed Altantawy, a former lawmaker, who has repeatedly complained of harassment by security agencies of his campaign staff. He also claimed that authorities have spied on him through cutting-edge technology.

Others who announced their bid include Abdel-Sanad Yamama, head of the Wafd party, one of Egypt’s oldest; Gameela Ismail, head of the liberal Dostour, or Constitution, party; and Farid Zahran, head of the Egyptian Social Democratic Party.

The board of trustees of National Dialogue, a forum announced by el-Sissi last year to help chart Egypt’s roadmap through recommendations, called for reforms to ensure a "multicandidate and competitive" presidential election.

In a statement last week, the trustees demanded that all candidates and opposition parties be allowed to interact directly with the public.

"The state institutions and agencies are required to keep an equal distance from all presidential candidates so as to safeguard their legal and constitutional rights as well as equal opportunity to all of them," the trustees said.

The board of trustees also called on the government to accelerate the release of critics held in pretrial detention and to amend the relevant legislation, which it said established "a sort of penal punishment without a court verdict."

Popular southern California beach indefinitely shut down to protect sea lions

San Diego's city council has voted unanimously to shut down access to Point La Jolla and Boomer Beach after complaints from residents and activists with regard to sea lions.

"People will be prevented from actually going on to the rocks at Point La Jolla and for Boomer’s Beach if your purpose is to actually get into the water for swimming, for paddleboarding … you’re still going to be allowed to get into the water," Joe LaCava, the city council member representing La Jolla, told FOX 5 San Diego.

The area is well known for its sea lion population, which chooses the rocks to breed and nurse.

The transition from seasonal to year-round closure is a first of its kind that is praised by sea lion activists while some tourists told the TV station they were not thrilled about the indefinite closures.

Eleven days prior to the Sept. 18 city council vote, the California Coastal Commission unanimously approved the city’s plan to seal off the rocky area between La Jolla Cove beach and Boomer Beach from the public year-round to keep people and sea lions apart, La Jolla Light reports.

"While tourists may want to take their children for a [close-up] view and a selfie with the wild 800 pound sea lions, the Marine Mammal Protection Act recommends viewing from 50 feet," a spokesperson with the Sierra Club Seal Society wrote to FOX 5. "Any disturbance of a sea lion defined as changing their behavior including looking at you or moving away or growling is subject to a fine."

In July, a video shared by Instagram user @whoisjaphet showed two sea lions taking over the beach amid summer crowds at rocky La Jolla Cove. Beachgoers made a run for it after the sea lions seemingly charged at people on the shore. 

"Please give that large, male sea lion plenty of room," a lifeguard can be heard saying over a loudspeaker in the video. "They have bitten people, and they are protected animals."

There are no plans to close La Jolla Cove beach to divers, swimmers, surfers and beachgoers due to its "critical part of the [recreation] for folks who live in the area, for visitors in the area," LaCava told FOX 5.

The restrictions will be in place for seven years, when the city will need to apply for another amendment or a new coastal development permit, according to La Jolla Light.

Child car seat safety: Expert shares dos and don’ts to protect kids from accident injuries

Car accidents are a leading cause of death for kids. In 2021, 710 children in the U.S. under the age of 13 were killed in vehicle crashes, and more than 100,000 were injured, according to the National Highway Traffic Safety Administration.

Among those who died, more than a third of the kids were not properly restrained. And in a national survey by Cars.com, 60% of parents said they have struggled with car seat installation.

To mark National Child Passenger Safety Week and National Seat Check Saturday, Cars.com’s certified child safety seat technician, Jenni Newman, shared with Fox News Digital her "dos and don’ts" for proper car seat installation.

3 CAR SEAT INSTALLATION MISTAKES YOU NEED TO AVOID

Read on for these important tips. 

"As your child grows, you’ll need to adjust the harness straps’ location in infant seats, convertible seats and combination seats," said Newman, who is based in Chicago.

A child in a rear-facing seat should have the harness straps positioned at or below the shoulders, she advised. When forward-facing, the straps should be at or above the shoulders.

It’s important for parents to know when to go from rear-facing to forward-facing, Newman said.

The American Academy of Pediatrics (AAP) recommends that children’s car seats remain rear-facing as long as possible to better protect the head, neck and spine in the event of an accident.

"Keep your child rear-facing until they reach the car seat’s height or weight limit," Newman said.

Child car seats can be installed using either the vehicle’s built-in seat belt or the LATCH system (Lower Anchors and Tethers for Children).

Since 1999, federal law has required top tether anchors in new cars and top tether straps on all front-facing child seats, according to Consumer Reports.

Since 2000, lower anchors have been required in almost all cars and light trucks, and all car seats made on or after Sept. 1, 2002 have the corresponding hooks.

Some parents think using both the LATCH system and the seatbelt will add security — but Newman said that’s not true. 

"Choose one option and go with it," she said. 

"If you choose to install via the seatbelt, make sure to follow the extra step of locking the seat belt retractor to prevent the seat from moving around."

The top tether anchor is often forgotten because it’s usually on a seat back or somewhere not as visible as the lower anchors, Newman noted. 

"For forward-facing car seats, it’s essential to connect the tether strap to the tether anchor," she said. 

"This limits a child's head and neck movement in the event of a crash."

It can be easy to overlook the small registration card that comes with every new car seat, but Newman said it’s an important tool in keeping your child safe

"Registering your car seat allows the car-seat manufacturer to alert you in the event of a recall," she noted. 

If you’ve misplaced the registration card — or if you’re not sure whether you registered the seat — The National Highway Traffic Safety Administration has a tool that provides the online registration link for each car-seat maker.

"Before you install a car seat, make sure to read both the car seat manual and the car owner’s manual for some help," Newman said.

"If you’re unsure if you’ve installed your child’s car seat correctly, get help," Newman said. 

You’ll often be able to find a certified child passenger safety tech at a local fire department, police station or car dealership, she suggested.

"Seat checks are free, but make sure to bring your car seat’s owner’s manual, car’s owner’s manual and your child or children," she advised. 

"We recommend calling beforehand to make an appointment and confirm a technician is on site."

San Diego supervisor Jim Desmond told a local California news outlet that the county can no longer handle the thousands of migrants pouring in during a local news appearance Wednesday. 

"We’re not [the] immigration department. We don’t have these types of resources available," Desmond told NBC 7. 

"The best cure would be, you know, when we’re at capacity, stop bringing — letting people in for a while — or we need a better system," he added. "Our immigration system is failed, it is broken. This is not the way to run an immigration system."

"It’s no problem if I go to Chicago?" the migrant asks.

"You can do whatever you want," the agent says.

This is after releases have been taking place in Arizona in the Tucson Sector for days as agents have been facing 2,000 encounters a day and images have emerged of packed shelters in places like Ajo.

Meanwhile, Texas is continuing to use razor wire to block migrants trying to enter illegally, as it fends off a challenge from the Biden administration seeking to stop it from building a buoy barrier in the Rio Grande. 

The border as a whole has seen multiple days last week of over 7,000 illegal crossings, and when combined with migrants who have come to the ports of entry, that number rises to over 9,000.

Texas has also been a focus of the mass migration crisis. More than 2,200 migrants were captured on video heading toward Eagle Pass, Texas, overnight in one of the largest border crossings observed by Fox News in the past two years.

Trailblazing Dartmouth football coach Buddy Teevens dies months after bicycle crash

Eugene F. "Buddy" Teevens, the longtime Dartmouth football coach and player safety advocate, died on Tuesday.

Teevens sustained injuries after he was his by a vehicle in March while he was riding his bicycle. He died as a result of complications. He was 66. 

No other coach won more game at Dartmouth than Teevens did, going 117-101-2 over his two stints at the helm. Teevens also won five Ivy League titles during his coaching career at his alma mater.

In April, the university issued a statement on behalf of Teevens wife, Kirsten, revealing that the former coach's right leg had been amputated.

"We would like to thank everyone for the incredible outpouring of love and support for Buddy. It has been nothing short of amazing and we are so grateful. As Buddy navigates through the healing of his injuries, he is experiencing many positive improvements." a Dartmouth spokesperson said in a statement at a time. "Unfortunately, as a result of the accident, Buddy's right leg was amputated due to the severity of the injury."

In May, the university named Sammy McCorkle as the interim coach for the 2023 season. Teevens eventually relocated to Boston, where he continued his rehabilitation from the accident.

"Throughout this journey, we consistently relayed the thoughts, memories, and love sent his way," Teevens' family said in a statement released via Dartmouth. "Your kindness and letters of encouragement did not go unnoticed and were greatly appreciated by both Buddy and our family. We are confident and take comfort in the fact that he passed away knowing how much he was loved and admired."

McCorkle and athletic director Mike Harrity told the team about Teevens' death after Tuesday's practice. Teevens first stint as head coach started in 1987 and lasted until 1991. He then returned to the head coaching post in 2005.

In 2010, Teevens made the unprecedented decision to eliminate full-contact practices through the year. The Ivy League adopted the practice six years later. Teevens would also begin using a "Mobile Virtual Player" which was a robot that could be used as a tackling device.

"His impact both on college football and the NFL has been enormous," NFL commissioner Roger Goodell said of Teevens earlier this year during the league's draft. "He has been a leader in making our game safer through breakthrough innovations. He is a pioneer in hiring female coaches, two of whom are currently coaching in the NFL."

Before he joined the coaching ranks, Teevens played quarterback at Dartmouth and was named the Ivy League Player of the Year in 1978.

"This is tragic news for Dartmouth and the entire football world," Dartmouth president Sian Leah Beilock and Harrity said in a joint statement. "Buddy not only was synonymous with Dartmouth football, he was a beloved coach and an innovative, inspirational leader who helped shape the lives of generations of students."

Record-breaking astronaut reveals he would have declined assignment if he had known this

After spending nearly a year in the International Space Station (ISS), record-breaking astronaut Frank Rubio said he would have declined his space mission had he known he would be in orbit so long. 

"If they had asked me upfront before you start training, because you do train for a year or two years before your mission, I probably would've declined," Rubio told reporters from the ISS during a NASA press conference. "That's only because of family things that were going on this past year."

"Had I known that I had to miss those very important events, I just would have had to say ‘thank you, but no thank you,’" he added.

Rubio recently broke the record for the longest space mission for a U.S. astronaut, beating Mark Vande Hei's record of 355 days in orbit. He is scheduled to land on Sept. 27, at which point he will have spent 371 days in space, though that falls short of Russian cosmonaut Valeri Polyakov's 437 days.

Rubio launched from Kazakhstan aboard a Russian-operated Soyuz MS-22 with a Russian crew on Sept. 21, 2022. The mission was only supposed to last six months, but the ship that was supposed to bring the crew home had a coolant leak and was deemed unsafe.

Roscosmos then needed additional time to prepare another Soyuz vehicle. It ultimately docked at the ISS on Friday, carrying two more Russian cosmonauts and another American astronaut.

"When it finally became real that it was gonna require me to stay for a full year … it was difficult," the Miami native said. Learning that his stay aboard the station was being extended was the hardest part of his mission, he added. 

The astronaut's wife and kids' "resilience and strength" carried him through the entire mission, he told reporters.

The astronaut's record-breaking journey was also his first as an astronaut. He previously served as a doctor and a Blackhawk helicopter pilot with over 600 hours of combat experience in Iraq, Afghanistan and Bosnia, according to NASA.

"Having the International Space Station going for 23 years requires a lot of individual and family sacrifices," Rubio said. "Ultimately, that's our job. We have to get the mission done." 

However, spending time with his Russian crew mates who have been through this entire event with him "has been the most special part," he added. 

Though the tensions between the U.S. and Russia are strained over the ongoing war in Ukraine, the two countries' space agencies, NASA and Roscomos, have continued working together to launch astronauts into orbit and maintain the ISS. The relationship hit turbulence in April 2022 when Dmitry Rogozin, then-director general of Roscosmos, threatened to end Russia's ISS cooperation unless economic sanctions imposed on Russia over the war were lifted.

Taekwondo instructor recorded children in changing rooms: 'Absolutely despicable'

A 32-year-old man who taught taekwondo in Colorado for at least a decade was sentenced to 50 years for clandestinely filming children in changing rooms and accumulating "hundreds of thousands" of photographs and videos, authorities said.

Erik Chen pleaded guilty to three felony counts of sexual exploitation of a child in March and was sentenced by Douglas County District Judge Patricia Herron Sept. 15, according to a press release from the office of District Attorney John Kellner. 

Han Won Lee, who has operated martial arts centers in the area for 27 years, told Fox News Digital Tuesday he had "no idea" his employee of 10 years was videotaping their students, calling the discovery "completely devastating."

"My intention is to protect my students. What he did is absolutely despicable," he added. "I tried to do best for the community, tried to teach the kids, and then something like this happened."

Initially, per an arrest affidavit obtained by Fox News Digital, Chen was charged with 12 counts of producing sexually illicit material of children, 12 counts for possession of those videos, unlawful sexual contact for sexual gratification, enticement of a child, criminal attempts at enticement of and sexual exploitation of a child and invasion of privacy for sexual gratification.

A father told police in February 2021 that his two daughters spotted Chen's phone recording them while they were nude in the Lone Tree Recreation Center's changing room. The girls told investigators they had deleted the videos. Although an incident report was taken, there was not enough probable cause to arrest Chen. 

But the Castle Rock Police reopened their investigation four months later when a therapist told them one of her young clients told her that Chen recorded them in the recreation center's restroom in 2020.

At summer camps run by Chen for Han Lee's Taekwondo Center, where students would take lessons and swim, police learned that the instructor would often leave his backpack in changing rooms and bathrooms, placing a recording cellphone in its side pocket, per the district attorney's release. 

Computers, DVDs and CDs containing pictures of children between 8 and 12 were seized from Chen's home in August 2021. According to the arrest affidavit, approximately 200,000 images and "well over 1,000" videos featuring child sexual abuse material — some obtained online and others self-recorded — were found.

"There are a small portion of images that show males, but approximately 90 percent of the images show young females, either nude or engaged in a sexual act," the affidavit said.

"In addition to the hundreds of thousands of pornographic images of young children, detectives discovered more than a half dozen videos Chen took in local bathrooms or locker rooms where young girls and one boy are seen changing clothes," the press release states. "Chen is also visible on some of the videos setting up the phone to record."

Lee fired Chen after first learning of his recordings, according to the arrest affidavit.

"He was clean. We did a background check on him," Lee said. "I discovered through a student and then, when I called parents, [they] said [they] were going to call police.

"He did a bad thing, and he's going to serve prison time. It's a horrible thing, what he did. I hope that would never happen to anyone again."

His Aurora location, where Chen worked, is permanently closed. Lee said he has no intention of reopening that center. Some group lessons, he said, are still ongoing at other locations. 

"Visitors are down, but that's OK. That's the way it goes," Lee said. "I'm glad that nothing further happened. 

"I feel terrible. I don't want to put myself into that situation again by hiring a lot of instructors."

Upon Chen's release, he will be registered as a sex offender for life.

"I’m proud of these victims for having the courage to speak up and tell a trusted adult about what happened," Kellner said. "By coming forward, these young girls likely saved many others from being victimized by this defendant. Our families should feel safer knowing he will no longer be around our children for a very long time."

Fetterman blasted by conservatives after Senate drops dress code: 'Stop lowering the bar!'

The U.S. Senate recently dropped its dress code requirement, sparking criticism from many conservatives both online and in Congress who suggested the move was made to appease Democratic Sen. John Fetterman.

Fox News Digital confirmed on Sunday that the Senate will no longer enforce a dress code for senators. Senators will now be allowed to wear whatever they want but others entering the chamber must comply with the dress code, which is coats and ties for men and business attire for women. 

Conservatives responded on X, formerly known as Twitter, criticizing Fetterman, who has routinely worn gym shorts and hoodies in the building and found a workaround to the legislative body's dress code rules by voting from the doorway of the Democrat cloakroom or the side entrance, making sure his vote is recorded before ducking out.

"The Senate no longer enforcing a dress code for Senators to appease Fetterman is disgraceful," Republican Congresswoman Marjorie Taylor Greene posted on X. "Dress code is one of society’s standards that set etiquette and respect for our institutions. Stop lowering the bar!"

Search for missing F-35 Lightning II fighter jet continues after pilot ejects during 'mishap'

U.S. military officials are searching for a missing F-35 jet after a "mishap" caused its pilot to eject on Sunday afternoon.

Joint Base Charleston said on Facebook that the aircraft was a Lockheed Martin F-35 Lightning II belonging to Marine Corps Air Station Beaufort. The pilot ejected safely and was transported to a local medical center.

The base is working with Marine Corps Air Station Beaufort to help locate the missing aircraft. Emergency response teams have been deployed to find the jet.

"Based on the jet’s last-known position and in coordination with the FAA, we are focusing our attention north of JB Charleston, around Lake Moultrie and Lake Marion," Joint Base Charleston said in a statement on Facebook.

"The public is asked to cooperate with military and civilian authorities as the effort continues," the base added.

On Monday afternoon, Joint Base Charleston told Fox News Digital that they are still searching for the aircraft. Navy Region Southeast, the FAA, the Civil Air Patrol and various South Carolina authorities are assisting them.

"Teams continue to search for the U.S. Marine Corps F-35B Lightning II, using both ground and air assets," the statement read. "We appreciate the support we’ve received from our mission partners and every organization involved, as integrated teams are searching and preparing for the recovery of the jet."

Anyone with information about the jet's whereabouts is urged to contact JB Charleston Base Defense Operations Center at 843-963-3600.

NFL great Rob Gronkowski answered one of the biggest burning questions in the midst of the 2023 NFL season on Sunday as he prepped fans on what to expect in Week 2.

The former New England Patriots and Tampa Bay Buccaneers star was asked how often he thought about the Roman Empire.

According to Know Your Meme, the trend was first started on Instagram about a year ago when a Swedish Instagram user implored her followers to ask "any guy if he thinks about Roman Empire." Fifty weeks later, the question moved from Instagram to X to TikTok and in the face of Gronkowski.

"Only when I watch the movie ‘Gladiator,’" Gronkowski said. "So, once every three years."

It’s not the only question Gronk has answered over the course of the week. The question about whether he will return to the field at some point is also something hanging over him like a cloud.

Colorado State coach Jay Norvell sparked a feud with Sanders ahead of the Rocky Mountain Showdown. Norvell said he takes his hat and glasses off when he talks to "grown-ups," because that’s what his mother taught him. 

Those comments appeared to be aimed directly at Sanders, who wears his sunglasses on the sidelines during games and in press conferences.

Sanders made his big league debut in 1989 with the New York Yankees. He also had stints with the Braves, Reds and San Francisco Giants.

Suspect in fatal Tennessee shooting apprehended after Virginia chase

A man wanted in connection with a fatal shooting in Tennessee has been arrested following a two-day manhunt that unsettled a community in Virginia's Appalachian Mountains, authorities said Thursday.

Jason Dockery was taken into custody at about 2:45 p.m. near Maynardville in Tennessee's Union County, which is outside Knoxville, authorities said. The manhunt ensued after Tuesday’s fatal shooting of a woman in Anderson County, which is also outside Knoxville.

Dockery led police on a car chase Tuesday that ended in Virginia's Lee County, where he ran into the woods, authorities said.

By Wednesday evening, authorities said Dockery was known to have hitchhiked back to eastern Tennessee.

Shain Vowell, a captain with the Anderson County Sheriff's Office, told The Associated Press Thursday that law enforcement is considering Dockery a "person of interest." He had previously been described by law enforcement officials in news releases as both a "person of interest" and a homicide suspect.

Anderson County court records do not show recent cases for Dockery that might indicate whether he has an attorney who can comment on his behalf.

The Anderson County Sheriff's Office said in a news release that Tuesday’s shooting occurred in the Heiskell area. Someone had called 911 to report "a man had shot a woman while stopped on the side of the road." The woman was later identified as Shystie Ranea Mayberry.

Authorities began to pursue Dockery, 44, of Knoxville, as he drove his Chevrolet Sonic that afternoon in Tennessee’s Claiborne County.

The chase ended when Dockery abandoned his car in Virginia's Lee County and fled into the woods near the community of Ewing, authorities said. As multiple law enforcement agencies searched for Dockery, local officials urged residents to lock their doors and secure their vehicles. Some schools were closed Wednesday.

By Wednesday evening, Lee County Sheriff Gary Parsons announced that Dockery had left the area, hitchhiking back to Tennessee.

The U.S. Marshals had offered a reward of up to a $5,000 for information that led to Dockery’s arrest.

Axe murderer set to appeal verdict with support from badly maimed mother

Convicted murderer Christopher Porco is set to appeal his guilty verdict after 17 years, and he has the full support of the mother he is said to have brutally maimed.

"I understand that the law requires you to impose a lengthy prison sentence. However, you do have discretion, and I implore you to use that discretion to keep the sentence as short as possible. Please allow Christopher the opportunity to attain freedom in my lifetime. I believe him to be innocent," Joan Porco, Christopher's mother, pled in court.

Porco was convicted of second-degree murder and attempted second-degree murder on August 10, 2006, nearly two years after killing his father Peter with an axe and attempting to kill Joan using the same method.

The brutal attack left her permanently scarred. She lost one eye and suffered brain damage. After several years, however, she says she doesn't remember anything about the incident and professes her son is not responsible.

Porco hesitated before answering. "Forgive? I don't know. I think she would still love me."

Porco's mother was reportedly alert when medics arrived at the scene in upstate New York. When Detective Chris Bowdish approached her to ask if a family member committed the crime, she nodded and said "yes."

Joan Porco has since denied she planted the blame on her son, as she insists on his innocence.

According to the Fox Nation special, Bowdish found no visible signs of a break-in and no other indications that the house was in disarray, the report stated, raising further questions.

"The biggest mystery of this case is whether Joan Porco knows that her son attacked her or not," said Times Union crime reporter Brendan Lyons in the episode.

Perhaps, Morgan speculated, Joan Porco is denying her son's guilt simply because she doesn't want to lose a son after losing her husband.
